For those who are not web designers, it can be difficult to identify "a good designer". The web has strict standards and anybody with internet access can check to see if a page has been validated. The online validation serves to insure that the the designer has the knowledge, and has taken the time, to meet these "interoperable" web page standards. There are two types of standardization: the first one checks the validity of cascading style sheets, and the second, checks the markup of web pages. Some web designers display the logo of certification if their pages meet these standards. You can see what they look like below.
